2025 Mill and Overlay Project

As asphalt streets age, maintenance is required to keep the City’s streets in good condition and a common maintenance practice is to mill or grind off the top layer of the street surface and install new asphalt over the entire width of the street. The area addressed this year is shown in the map on the left.
 
The project has been divided into two main areas:
  • Eastern Section | East of Jansen Avenue NE. | prep work will start in this section first. 
  • Western Section | West of Jansen Avenue NE.

 

Access/Street Parking During Construction

No street parking will be allowed within the project area while work is actively taking place. Access in and out of the construction areas will be maintained but may be limited at times. The Contractor or City Public Works Staff will direct you around the work as necessary. Thank you for your anticipated cooperation as we work to make your City streets last longer.
 

Garbage and Mail Service

Daily construction work is not expected to impede garbage service, mail delivery, or special deliveries within the project areas. It is the responsibility of the contractor to maintain access for these services at all times during construction.
 

Future Project Updates

As the project progresses through the summer, future construction updates will be made available here.

Sept. 9, 2025 | Construction Update

  • Underground work (drainage improvements) have been completed.
  • Sidewalks | Jansen Ave NE is complete and the City is currently working on the remaining sidewalk panel replacements.

What to Expect

  • Replacement of ADA pedestrian ramps within the project area after sidewalk panel replacement work is complete.
  • Road milling and paving new bituminous on the roadway.
  • Restoration of lawns and black dirt are ongoing throughout the project.

 


 

June 26, 2025 | Construction Update

St. Michael Public Works is fighting the weather as they continue to move forward with curb replacements on Jansen Ave NE and finishing up the west side of the project. Public Works will be moving on to the project's asphalt replacements when curb replacement is complete . The anticipated completion for the City's portion of the work is end of July. Then the contractor will begin their work on the project.

 


 

June 4, 2025 | Construction Update

Curb and asphalt removal have started in the east half of the project area. Curb pouring in prepped areas is scheduled to begin this week. Blacktop repair will follow once the concrete used for curbing has properly cured. 

 

If Your Curb Has Been Removed in Front of Your Driveway

  • You will temporarily have limited, or no access to your driveway.
  • Curb will be repaired/replaced.
  • Blacktop will be repaired/replaced.
  • Once both curb and blacktop repairs have been completed, homeowners can have full-access to their driveways.

 

Work being done east of Jansen Ave NE should be close to completion by the end of this week. Public Works crews will then move to the west area of the project to start curb removals, drainage improvements, and curb/blacktop repair.

The goal for completion is mid- to late-July.

May 1, 2025 | Construction Update

Eastern Section

With seasonal road restrictions ending (May 2, 2025, at 12:01 a.m.), the City’s Public Works crews will begin their preparation work during the week of May 5. It is anticipated that prep work in this area will be complete by late May or early June, depending on weather conditions.

Crews will be doing the following work

  • Replacing settled or damaged sections of concrete curb.

  • Patching portions of the roadway.

  • Making drainage improvements within the roadway.

  • Curbs located in front of driveways will need to be replaced in a few locations.

    If your driveway is affected, City staff will contact you directly to coordinate access during the work. 

Western Section

Once work in the Eastern Section is complete, Public Works crews will move to the western section to perform similar repairs. We anticipate the prep work in this section to be completed in early July. 

Final Phase

After prep work in both areas is finished, a City-hired contractor will complete the final phase of the project.

This will include:

  • Upgrading pedestrian curb ramps
  • Milling and resurfacing the road (removing the top layer of asphalt and replacing it with new pavement).
