Statutory "Plan A" City

The City of St. Michael follows the "Plan A" government structure.

Mayor

Part-time elected official who represents the entire city and has the power to legislate city-wide policy.

City Administrator

Full-time executive officer who is responsible for the day-to-day administration of the city and for implementing the policies and directives of the City Council.

City Council

Elected officials who represent the entire city and have the power to legislate city-wide policy. They also appoint city staff and representatives to the Planning Commission and Economic Development Authority.

Planning Commission
A seven-member commission made up of St. Michael residents who are appointed by the City Council. They make recommendations to the City Council on a variety of issues, including subdivisions, commercial/industrial site plans, and rezonings.

Comprehensive Plan
St. Michael has a Comprehensive Plan that includes long-term goals and policies for the city's land use, transportation, housing, infrastructure, and parks. The plan is regularly updated to reflect changing conditions. The Comprehensive Plan was updated in 2022.
