Nov. 7, 2025 | Construction Update

Phase 1&2 Nearing Completion

  • Over the past month, the contractor has focused primarily on Phase 2, from the Public Works Facility to County Highway 19. Work in this area included widening 32nd Street to add a new turn lane at County Highway 19, installing concrete curb and gutter, completing excavation and base preparation for the new bituminous trail, and placing the street base pavement.
  • The base layer of pavement is now complete across the entire project area (Phases 1 and 2).
  •  This week and into early next week, crews will be:
    • Paving the bituminous trail along both Lander Avenue and 32nd Street
    • Repairing soft spots on the base layer of pavement.
      • It is not uncommon for soft spots to form in the pavement base for various reasons. All identified soft spots have been marked for removal and will be repaired at the contractor’s expense.
    • Patching driveways within the Phase 2 work area and remaining secondary driveways in Phase 1.
    • Placing topsoil in all disturbed areas.

 

Final Paving and Remaining Work

  • The final layer of pavement is scheduled for installation at the end of next week (likely Thursday and Friday). Flaggers will be present to guide residents around the paving operation.
    •  As a general rule: if paving operations have already passed your property or side street, please exit the project area in the opposite direction of the paving
      •  Example: If the crew is paving from south to north and has already passed your driveway or side street, exit south to avoid waiting behind the paving equipment. If you go north, you are likely to end up behind the paver and will need to wait several minutes to be flagged past the operations.
  • After final paving is complete, the contractor will install centerline and edgeline striping. Weather permitting, crosswalk striping will also be added. 
    In the coming weeks, the contractor will install speed warning signs and push-button activated crosswalk beacons along Lander Avenue.

 

Final Turf Restoration

  • Final turf restoration for the project will be completed using dormant seeding mixed with blown compost. The blown compost serves as a thin layer of topsoil that helps the new seed blend smoothly with the existing turf. After placement, the compost will be sprayed with a hydromulch product to help prevent erosion and protect the seed over winter. Any plow or winter damage to the restored areas will be repaired in the spring, and touch-up seeding will also be completed at that time to ensure full turf establishment next year.
    • Note: Dormant seeding is applied late in the season, after soil temperatures are too cold for germination. The seed will remain dormant through the winter and germinate naturally in the spring. Any plow or winter damage will be repaired in the spring, along with touch-up seeding as needed to ensure full turf establishment.

Oct. 10, 2025 | Construction Update

 Phase 1 | Substantial Completion

  • The contractor has completed the first layer of pavement from 15th Street NE to the Public Works Facility.
  • This week and into next, crews will be repairing irrigation systems and pet fences, and placing topsoil throughout all of Phase 1.
  • All disturbed areas will be seeded at once with the conclusion of Phase 2 later this fall. The grass seed will remain dormant over the winter and is expected to germinate in the spring.

 

Phase 2 | Begins

The contractor is now shifting focus to Phase 2, which includes:

  • Street widening along 32nd Street NE to add a new turn lane at County Highway 19.
  • Construction of a bituminous trail along the north side of 32nd Street NE and the east side of County Highway 19 up to 34th Street NE.
  • Curb installation is tentatively scheduled for the week of October 27, with the first lift of pavement to follow shortly thereafter.
  • Final wear course paving is anticipated during the second week of November, followed by project cleanup and equipment removal.

Sept. 12, 2025 | Construction Update

Curb and Driveway Work in Phase 1

The contractor will soon start pouring concrete curb throughout the Phase 1 project area. Some driveways in the project have curb adjacent to them, while others do not.

Driveways With Curbing

  • The curb will be poured one half at a time to allow for continued vehicle access.
  • After the first half cures (typically about seven days), the contractor will return to pour the other half.

Concrete Driveways

  • The driveway will be poured one half at a time to maintain as much access as possible.
  • After the first half cures (typically about seven days), the contractor will return to pour the other half.

 

IMPORTANT! 

Residents with trailers, campers, or boats who cannot maneuver them using the half-driveway arrangement should contact the construction inspector  to coordinate an alternate parking location.

Sept. 9, 2025 | Construction Update

Phase 1 Roadway and Roundabout Construction

The contractor has completed the storm sewer work throughout the project area and is now turning their focus to roadway and roundabout construction. 

What to Expect

  • Lander Avenue and 17th Street will be closed to all traffic for two weeks beginning Wednesday, September 10.
  • Significant concrete work at the 17th Street intersection for the new roundabout for the next several weeks.
  • Some Saturday construction work. The contractor would like to take advantage of good weather and plans for crews to work some Saturdays during this phase of the project. 
  • Paving of Phase 1 is anticipated to begin at the end of September.
  • Phase 2 and the north end of the project along 32nd Street will being after completion of Phase 1.

Aug. 22, 2025 | Construction Update

Storm Sewer Installation

  • The contractor is replacing storm sewer culverts throughout the entire project area.
  • Crews will begin installing new storm sewer within the roundabout at 17th Street next week. 
  • After storm sewer installation is complete, the focus will shift to road construction.

 

Upcoming Road Work | Week of Sept. 8

  • Concrete work is anticipated to begin within the roundabout.
  • Lander Avenue will be closed at 17th Street once concrete work begins.
What this means for residents
  • Avoid the 17th Street intersection during this phase.
  • Plan ahead and use alternative routes to minimize delays.

 


 

Aug. 1, 2025 | Construction Update

Phase 1 | Work Area A

  • Construction is well underway with a majority of the work occurring from approximately 3011 to 2468 Lander Avenue.
  • Watering Road for Dust Control
    • Crews recently removed unsuitable material beneath the existing gravel, which temporarily left the surface sandy and prone to dust in this area. 
    • Roads are scheduled to be watered twice daily for dust control.
    • There was an equipment malfunction on Thursday, July 31, 2025, that prevented the contractor from watering that day. The issue has been resolved, and the road was watered Friday morning, with additional watering in the afternoon. The road will continue to be watered twice daily, including over the weekend.

What's Next

Crews will begin placing new gravel and rebuilding the road section next week (August 4-8), which will significantly reduce dust levels.

July 16, 2025 | Construction Update

Construction on the Lander Avenue NE and 32nd Street NE Improvements Project is scheduled to begin the week of July 21, 2025, and will continue through early/mid November 2025. The Contractor has divided the work into two phases (see the map). Here’s what to expect:

 

Phase 1 (Work Areas A & B)

  • Work in Area A is scheduled to begin the week of July 21, 2025.
  • Work in Area B is scheduled to begin the week of Aug. 25, 2025.

Full Road Closure

  • There will be a full road closure at the Lancaster Avenue NE and 17th Street NE intersection during most of Phase 1.
Access
  • Access to/from CR 19 and Lincoln Drive for residents living along Lander Avenue and within adjacent developments will be by traveling northbound through the northern portion of Work Area A.
  • Thru traffic will be re-routed and must use the posted detour.

 

Phase 2 (Work Area C)

  • Work in Area C will begin after the completion of Phase 1 and the reopening of the 17th Street NE intersection.
Road Closure to Thru Traffic
  • 32nd Street will be closed during this phase.

Access

  • Access to/from CR 19 for residents living along Lander Avenue and within the adjacent developments will be traveling south to 15th or 16th Street NE.
  • Thru traffic will be re-routed and must use the posted detour.
