City of St. Michael 2023 Street Reconstruction Project 

Overview
Roadways within the project areas have met their 20-year design service life and have deteriorated to a point where full reconstruction of the roadway is necessary. The overall project includes residential and commercial reconstruction areas and was identified for street improvements by the City’s pavement management and capital improvement program. The addition of sanitary sewer is also being considered on 43rd Street NE which will provide the adjacent properties on septic systems with access to City sanitary sewer. The improvements are planned to be assessed to the benefiting property owners in accordance with the City of St. Michael Assessment Policy. 

Roadways will be ground up into gravel and repaved over the top. Areas with drainage issues will be reviewed and addressed as needed. Roadway drainage culverts will be evaluated and replaced as needed. Driveways drainage culverts will be evaluated for function but generally will not be replaced with the project. Driveway surfaces will be protected and replaced when needed depending on elevation changes of the roadway. Mailboxes will be protected as much as possible, prior to construction you will be sent a letter requesting you to mark the location of sprinkler heads and invisible dog fences.

Construction Updates

Residential

Project Coordination During Construction

Local access will be maintained and continuous progress by the contractor will be required once they begin work. An inspector will be onsite to coordinate the construction activities and will be available to answer questions for residents within the project area.

 
 

Assessment Amount

Approximately $3,750 per residential parcel (114 total parcels) - Per City Street Reconstruction Assessment Policy. Policy goal is 40% assessments, 60% City participation but current project ratio is more favorable for the residents. A Senior Citizen Deferral Policy is also available for those who qualify.

Commercial 

 Project Coordination During Construction

Access to driveways and business entrances will be maintained at all times. The Contractor will be required to perform all the work without closing the road to business traffic. A construction inspector will be onsite to coordinate the construction activities and will be available to answer questions and ensure access is maintained for businesses.

 

 

Assessment Amount
